Index Policy

This index accepts only pages where the crawler can detect an exact CC0 or Public Domain Mark URL in machine-readable or clear page metadata.

Accepted signals

• https://creativecommons.org/publicdomain/zero/1.0/
• https://creativecommons.org/publicdomain/mark/1.0/
• Equivalent HTTP variants of those exact URLs.

Rejected by default

• Missing or unclear license signals.
• Mixed Creative Commons licenses such as BY, BY-SA, or NC variants.
• Robots.txt disallow.
• Domains not listed in data/allowlist.json.
• Private-network, localhost, or non-http(s) URLs.

This prototype is a safety filter, not a legal guarantee. Human review is still needed for source approval and disputes.

Submission policy: Submitted URLs may be checked one page at a time without being on the allowlist. The allowlist is used for recursive same-domain link discovery, not for basic submission.
